经查，林虹丧失理想信念，背弃初心使命，无视中央八项规定精神，接受可能影响公正执行公务的旅游安排并收受礼品；廉洁底线失守，利用职权为私营企业谋利、亲属收受财物，默许亲属利用其职务影响谋取私利；违规干预和插手执纪活动，不正确履行职责造成国有资产损失；利用职务便利为有关单位和个人在承接工程项目、处理企业债务危机等事项上谋取利益，非法收受巨额财物。
林虹严重违的廉洁纪律、工作纪律，构成严重职务违法并涉嫌受贿犯罪，且在党的十八大后不收敛、不收手，性质严重，影响恶劣，应予严肃处理。依据《中国共产党纪律处分条例》《中华人民共和国监察法》《中华人民共和国公职人员政务处分法》等有关规定，经省纪委常委会会议研究并报省委批准，决定给予林虹开除党籍处分；由省监委给予其开除公职处分；收缴其违纪违法所得；将其涉嫌犯罪问题移送检察机关依法审查起诉，所涉财物一并移送。
叶寒冰是浙江省台州市三门县人，我们直接打开台州市，一看蔡奇曾经担任台州市委书记，应勇是浙江省台州市仙居县人。林虹曾经担任仙居县长，仙居县委书记。其实一个地级市的也未必就是一个派系的。但是可能性比较大，一个地级市的百分之七八十是一个派系的。关键一下子拿下两个和台州市有关系的官员，叶寒冰和林虹。那就很有可能是冲着蔡奇去的。拿下蔡奇的话。习近平也得被拿下啊。这还有应勇，一个也跑不了。
2000年7月 – 2004年6月，39岁的叶寒冰任浙江省公安厅治安总队总队长。当时的浙江省公安厅厅长是俞国行 （1998年 – 2003年2月），浙江省政法委书记是周国富 （1998年12月 – 2003年12月）。
周国富我没有破解，但是应该就是习近平派系的。周国富提拔的唐一军，大外宣嗯洗地，洗地有什么用。周国富提拔的另外一个马仔叶寒冰这不是又抓了。大外宣天天洗地，只能被等着天天打脸。

如果李强确定是江泽民的人。那么浙江就复杂了，又是胡海峰，又是李强，又是习近平。三个派系，把他们都弄清楚，难度也挺大的。主要就是因为现在中国一把手是习近平，二把手是李强，胡海峰又是胡锦涛的儿子。
如果把胡海峰硬洗成之江新军，这才叫牛。明显就是矛盾。胡海峰既然摆着浙江，那就说明，浙江肯定有胡锦涛的人。难道真的自己亲生儿子都不保护吗？说不过去。
所以叶寒冰也挺复杂的。2004年6月 – 2009年3月，39岁的叶寒冰任浙江省湖州市委常委、公安局局长。当时的湖州市委书记是杨仁争（2001年4月 – 2004年10月），徐福宁（2004年10月 – 2006年3月），湖州市长是黄坤明（1999年8月 – 2003年3月），黄萌（2003年3月 – 2007年1月），马以（2007年2月 – 2012年5月）。当时的浙江省委书记是习近平(2002年11月 – 2007年3月)，浙江省长是吕祖善（2003年1月 – 2011年8月），浙江省副书记是周国富 (1998年12月 – 2007年3月)，浙江省政法委书记是夏宝龙 （2004年1月 – 2007年6月）。
我们看的确挺复杂的，这一步就是叶寒冰第一次提拔的副局级。当时的浙江省委书记就是习近平本人，如果叶寒冰就是习近平亲自指挥亲自提拔的。那么习近平下台了，完蛋了。叶寒冰就是周江勇第二，习近平亲手提拔的官员都被拿下了。习近平已经毫无权威。
我们看一下习近平为什么要这样安排。
叶寒冰提拔浙江省公安厅治安总队总队长的时候，浙江政法委书记就是周国富。
叶寒冰去湖州担任湖州市委常委公安局长的时候，周国富是浙江省委副书记。
而且要注意，周国富之前担任过湖州市委书记。所以叶寒冰正处级，副局级这两步，周国富的影响比较大。而且这一步的时候夏宝龙已经出现了。之后应该就是夏宝龙给叶寒冰解决的正局级。
就是说浙江也不是习近平家开的。浙江不是习近平的私人公司。那么习近平离开浙江之后习近平在浙江的代理人是谁呢？就是浙江省委书记，和省长，哪些是习近平的人，哪些不是呢。
赵洪祝应该不是习近平的人，夏宝龙应该是习近平的人。
车俊我不知道，袁家军应该不是，易炼红是习近平的人。
王浩不是，省长这边。吕祖善，夏宝龙是习近平的人。

这里我们要注意黄坤明，叶寒冰去湖州担任公安局长的时候，黄坤明已经从湖州市长离开去嘉兴担任市委书记。但是嘉兴和湖州挨着，叶寒冰和黄坤明有没有关系不好说，也许有。
2009年3月 – 2012年1月，44岁的叶寒冰任浙江省温州市委常委、公安局局长。当时的温州市委书记是邵占维（2008年2月 – 2010年7月）。当时的温州市长是赵一德（2008年4月 – 2011年9月）。当时的浙江省委书记是赵洪祝(2007年3月 – 2012年11月)，浙江省长是吕祖善（2003年1月 – 2011年8月），浙江省政法委书记是王辉忠 （2006年6月 – 2011年3月）。
这一步是平调，很明显就是打压。因为温州市委书记虽然有的时候是副部级浙江省委常委。但那是高配，温州不是副省级城市。温州的公安局长是副局级不是正局级。之后叶寒冰去杭州当公安局长才解决的正局级。杭州市是副省级城市。副省级城市和一般地级市区别就是所有的官员都升半格，高配半格。在赵洪祝担任浙江省委书记期间，叶寒冰就没有提拔成正局级。
一般说法是李强是习近平的大秘所以是习近平的人，可是李强还是赵洪祝的大秘呢。叶寒冰的副局级是习近平亲自提拔的，可是这个赵洪祝不让叶寒冰提拔正局级。

我看这一步的梗也挺多的。首先，叶寒冰也没有赶上杭州市委书记黄坤明，黄坤明升任了浙江省宣传部长。当时的杭州市委书记是龚正。龚正肯定是习近平的人，刘鹤的妹夫。但是在湖州市和杭州市，叶寒冰和黄坤明，都有虚空的交集，就差1年就赶上了。叶寒冰和当时的杭州市长徐立毅也有交集。徐立毅应该就是习近平的人，被李克强亲手拿下。
这时候夏宝龙是一把手，李强是二把手。政法委书记王辉忠也是习近平的人。李强这个二把手可能干不过一把手。所以起码在叶寒冰的晋升路线上，李强没有什么可疑的。所以李强当习近平大秘这个比较显眼。但是李强有可能打压过叶寒冰，习近平肯定生气啊。
我们总结一下，
