公开简历显示，刘冬生，男，汉族，1977年9月出生，博士研究生，工学博士，中共党员。他早年在中航勘察设计研究院博士后工作站（与清华大学土木工程博士后流动站合作）工作，后任湖南省住房和城乡建设厅建设工程质量安全监督管理总站副站长、世界遗产与风景名胜管理办公室副主任、主任，建设干部学校校长等职。
刘冬生是中航的博士，所以刚才那名网友说可能是许达哲的人。
