国内大循环，2020年习近平首次提出，2025年李强再次强调。一开始，很多人解读这是中国要回头走计划经济，闭关锁国，把门一关自己玩。但现在国际大环境变了，国际货币基金组织总裁格奥尔基耶娃直接向中国开炮，要求从出口导向转向内需驱动，整顿房地产，推动服务业，缩小国家主导地位。
格奥尔基耶娃这四项要求，从长远看，对中国有利。内需驱动能让老百姓有钱花，房地产整顿能稳住民生，服务业发展能创造就业，国退民进能释放民企活力。美国和国际货币基金组织不是要“中共的命”，而是要求中国改掉畸形经济结构。中国现在经济结构根本就是完全忽视民生。发展经济不过维护中共的独裁。但是中共总觉得是“总有刁民想害朕”，一副被害妄想症。
川普的贸易战，中共宣传机器天天喊“美国针对中国”，但真相是：川普压根不是冲着中共来的。而是系统性调整与17个国家的经贸关系。美国要和17个主要的贸易对手谈判，又不是只有中国一个国家。川普可能动物园服装批发市场逛多了。就是漫天要价，坐地还钱。你去服装批发市场，一件衣服要求200块钱。最后200块钱买5件衣服。你觉占便宜了。可是所有的人去批发市场都能200块钱买5件衣服。人家原来可能就是打算让你还价的。
折腾一圈，关税还是50%，中国出口必然萎缩，国内大循环成了现实选择。
中共的宣传机器一直在畸形的强调所谓改革开放的正确性。40年占尽美国便宜，靠出口和外资给一党独裁续命。但改革开放改了啥？开放了啥？政治还是一党专政，互联网封得死死的，民企被国企压得喘不过气。 所谓的“改革开放”，就是个遮羞布，让中共赚得盆满钵满，老百姓却没分到多少红利。现在出口路被堵，国内大循环成了唯一出路，逼得中共不得不改。民主改革，给人民选票才是唯一的出路。所谓的经济搞个都是骗人的。现在美国给中国的外部压力，中国才可能走向民主，天天挣美国人的钱，中共那么多钱怎么可能民主呢，只能更加独裁。
四中全会，预计将在2025年8月8日到12日召开，堪称中国政坛的分水岭。习近平派系全线崩盘，何立峰、李干杰、马兴瑞等大将要么下台，要么被抓，彻底出局。胡锦涛派和江泽民派联手，胡春华接总书记，袁家军接蔡奇，张国清接丁薛祥，开启“胡李时代”。今天天我们聚焦人事变动：新疆书记，副总理何立峰下台，统战部长李干杰接替人选，军委副主席何卫东接替人选。
人事变动一：刘宁接替马兴瑞担任新疆党委书记
河南省委书记刘宁接替马兴瑞，强势上位。刘宁，胡锦涛派，1962年出生，63岁，水利专家，2021年到2024年当广西书记，2025年起主政河南，治理经验丰富。广西自治区2018年1月31日上午选举产生89名第十三届全国人大代表，中央提名的代表候选人李克强全票当选。刘宁是李克强背书的，而且李克强曾经担任过河南省长，河南省委书记。
刘宁的经历和前任新疆党委书记陈全国大佐有惊人相似性。
陈全国，李克强和胡锦涛派的马仔，河南人，2011年到2016年当西藏书记，积累了边疆治理经验，2016年调新疆，手段强硬残忍。我们看这图的说法还挺有意思的，李克强的人，狠劲却符合习近平。当时习近平大权在握，权势滔天。李克强的人也只能吹捧习近平。刘宁同样是胡锦涛派，刘宁担任广西党委书记，广西也是自治区，壮族也是所谓的少数民族，只不过和汉族比较接近而已。刘宁和陈全国大佐都曾经执掌河南省，都曾经执掌广西或者西藏边疆的自治区。
而马兴瑞，习近平派的大将，1959年出生，66岁，四中全会后确定退休，传闻可能被调查，彻底退出。刘宁2008年汶川地震，他是水利部总工程师，参与灾后重建，深受胡锦涛赏识，从国务院官员一步步走到地方大员。
人事变动二：谌贻琴升任副总理，刘国中换岗经济副总理
国务院的人事变动方面，国务委员谌贻琴接替刘国中，担任副总理，分工有可能调整，继续主管科技文卫等工作。谌贻琴，胡锦涛派，1960年出生，65岁，贵州少数民族出身，女性领导人。谌贻琴现在大秘是国务院副秘书长刘宇辉。刘宇辉在北京市担任北京市委副书记吕锡文的大秘。王岐山把吕锡文抓了，换上了苟仲文。

何立峰，习近平派的经济大将，1955年出生，70岁，彻底凉了。2025年5月15日，国务院国内大循环工作推进会，丁薛祥主持，张国清、刘国中、王小洪、吴政隆、谌贻琴全到场，唯独何立峰缺席。3月14日，国务院全体会议，李强主持，何立峰和国防部长董军双双缺席。两个月之内何立峰已经两次缺席国务院会议了，这个政治信号不能再明显了。

中央统战部也有大动作。内蒙古书记孙绍骋接替李干杰，担任统战部长。孙绍骋，江泽民派，1960年出生，65岁，2022年起主政内蒙古，民族地区治理经验有助于孙绍骋接统战部。孙绍骋的派系背景，藏着张德江和李强的影子。
张德江，江泽民派大佬，2012年到2017年当全国人大常委会委员长，吉林、浙江、广东都是张德江的地盘。当然任何一个省都是两三个派系。但是很明显张德江在这几个省的实力比较强。张德江主政过这几个省。
孙绍骋早年在民政部，2022年到内蒙古。现任中国总理李强，1985年12月 – 1986年7月借调民政部救灾司工作。
张德江1986年8月 – 1990年10月担任中国民政部副部长、党组副书记。
孙绍骋1984年7月-1999年4月，在中国民政部救灾救济司工作15年。
中国民政部的编制是324人，孙绍骋曾经和李强在民政部同一个司工作过。一个司也就是二三十人。孙绍骋和李强都是张德江的马仔。更别提政协主席王沪宁，江泽民派系的，主管统战工作，孙绍骋接统战部长，明显是王沪宁点头。
李干杰，习近平派，从中组部长贬到统战部，现在又被孙绍骋顶替，彻底失势。这轨迹跟令计划一模一样：从中办主任贬统战部，最后被抓。传闻李干杰四中全会后可能被调查，习近平派系的末路太惨了。习近平把胡锦涛的干儿子令计划送到了秦城，现在胡锦涛一样要把习近平的干儿子李干杰送进秦城。
